The "Paraíso do Brasil Destination" offers security (for its beach houses and pitches, which turn into safe houses etc) that no (or few) other destinations offer or are able to offer, simply because they do not have all that is needed or cannot meet certain requirements.
A place that has it all, except underground essential services and backup (as Paraiso do Brasil features) is not a (good) safe haven and poses new and additional risk when its inhabitants move to the eventual bunkers and refuges.

DIRECT AND INDIRECT NUCLEAR RADIATION
Protection of people from nuclear radiation in the event of a nuclear accident or war is something that is little known or talked about.
The importance of the continued supplying of electricity is obvious in these cases.
Of course, a Smart Grid maintaining supply is ideal (because it can be fed by several inputs including alternative energies (solar and wind) and emergency generators.
Depending on any other solution would only be a temporary substitute (flashlight and radio with batteries).
Such dependence would only have the desired result if it was a one time event and control was immediately regained by the governments and the responsible instances (the person in the bunker or cellar has no control at all of this and could even be unaware of what is really going on).
Expecting this immediately regained by the governments and the responsible instances could prove to be wishful thinking and be unrealistic.
The expected Black toxic Smoke that would reach and install itself in the stratosphere and also inevitable fall out could hinder from safely come out of hidings for years, especially if more bombs would follow, even if this were dirty bombs somewhere on the same latitude.
In the best case this situation created complete dependence and in the worst case, what should protect becomes a death trap.
Most hidings and even "sophisticated Bunkers" could (would) prove to be unsafe and cause the most severe hazards from effects independent of radiation and the explosion itself (Bunker (Death) Trap).
Such places and certainly personal initiatives (offered by the market) and without continued specialized servicing are simply not prepared for any longer term event and certainly not for a nuclear winter (or human induced ice age), not even a nuclear winter of 3 months, let alone one of 10 years or more.
What is sure is that regions affected by nuclear winter will not produce food, not even for armed forces and otherwise responsible instances.
It is long from certain that the needed food can and will be provided from parts of the world not or least affected (like or most probably the Hadley cell in the southern hemisphere, where "Paraiso do Brasil" is located).
Having (disposing of) a Bunker or a Nuclear Cellar attached to your house almost certainly will not be enough to survive in any realistic war (period).
In recent cases, governments and even military personnel (even at the level of the United Nations or UN/NATO) talk about arranging flash lights, radios and batteries.
But even if you have them working when you need them most, this is very elementary and, above all, it will only last a short time and is difficult to replace in case of emergency or prolonged need.
It is obvious that the lack of electricity (security) on its own already harms or ends any security (bunker and or refuge).
The maintained Smart Grid also guarantees the supply of water in general, and water free of toxins, pseudo-hormones and radiation in particular (necessary to maintain immunity).
